It does not actually have to do with health at all, its just the shield part of the hitbox being active even when a shield is not purchased. You can check this out for yourself using r_drawentities 3.
I belive this could be fixable by editing the shield's code, however i do not know how to do this. If anyone is up for the challenge, please, be my guest.
