The bobbing was added and it's enabled by default in all pre-2003 mappacks.

I've reinstalled the 2024 mega build yet for some reason I still don't have it (I have MegaPatch_5 installed)

Don't install Mega Patch 5 over Mega Build, there's no need to.
We included older outdated LeakNet binaries in Mega Patch by mistake, so it replaces the ones that have bobbing feature.
