Why do the zombies in the 2003 beta pack have text to speech?

Hi, sorry I'm a noob here, but I downloaded the 2003 beta pack for retail half-life 2, I know text to speech is from "free TVs" but why do the Zombies in that pack have it?

It`s because someone in this site when uploading, he combined ver.1 and ver.2.

@gasmaskcitizen.mdl Did you know that Cohrt does not do his animations? He just defaults to a T-pose.

Its a shame because your's has lip sync but the mod I use that can do his animations doesnt
