What is this command for? (jeep_use_mortar)

This makes Jeep able to shoot ar2/smg grenade. What is it made for? Does Anybody know this?

Most likely something they tested back in the begining of 2003. Back then they just implemented driveable vehicles in the game and were in the process of figuring what weapon to mount on each one of them. So it seems Tau-cannon wasn't always a thing for a jeep.

I have seen this attack before. In a Cancelled E3 map, you can drive an unfinished version of the combine APC. It launches the same grenade, so perhaps it could be carried over from there or vice versa.
