In the anti-citizen chapter on map d3_c17_04 of anti-citizen one, there is a part that is VERY identical to a half-life 2 episode 1 map called "ep1_c17_02b" that is equal, but with a hospital and other changes, and that's where I get confused, it's the same place oh no ????

Yes, you are completely right, the map ep1_c17_02b from Episode One is a mirrored version of d3_c17_04 from Half-Life 2.
valvearchive.com made a direct comparison screenshots of those two maps:
One and two.

More than that, the map ep1_c17_02 is partially based off E3 map e3_c17_02 from beta!
