Are their any information on this Metro Cop and Gas Mask citizen?

So while watching the Half-Life 2 Beta: 2001 Storyline Full Walkthrough on youtube I found on the map c17_01 (Revision 13) that by a security camera at 3:04 it shows a Gas Mask citizen standing right next to a early metro cop. They both say absolutely nothing as they just stand there! I was just wondering if anybody knew any information of the two as there probably at some point was dialogue for the two maybe the Gas Mask citizen was getting arrested? I have no clew! If anyone has any info that'd be great thanks!

It's just there. No evidence points towards it having significance aside from being a placeholder.

Perhaps there should be something similar to the situation in the beginning of HL2 citizen with suitcases.

There possibly actually could have! As net to the Gas Mask citizen is a hand truck with a bunch of barrels next to them with a security camera just above them. At one point maybe the Combine Metro Cop saw the GC Citizen see him do something so he went to have a little chat with him! Besides there's no way that they're a placeholder or anything. There just has to be something.

I do imagine that it was gonna be an arresting or something

I heard somewhere that the citizen was meant to be moving barrels, but maybe it was a different npc
