The Announcement
The CS: Global Offensive & Team Fortress 2 twitter accounts have made announcements regarding the current situation. To summarize, the code is of older builds (in CSGO's case, a heaps older build) & does not wholly apply to current TF2/CSGO. The threats of RCE shown by Cathook screenshots are guaranteed to have been faked.
Who leaked the code?
Now, who is responsible for this leak? You may have heard certain names thrown around like Tyler McVicker or Jaycie, and frankly that's all hearsay. Tyler did have involvement with the code but he never leaked it. That honour goes to Maxx from the Valve Cut Content Discord. He's known to have been part of Tyler's development studio Lever Softworks. He's also known to have been racist, homophobic and transphobic & this behaviour most likely got him booted from the studio, and so out of spite, he has released this code.
I hope this is the last code leak we have.

Thanks,
- Sandvich Thief

This clears up a lot of misconception,

Has Valve responded in anyway yet?

In the end of the day This whole story is a confusing hysteria. I myself have to say i was a  worried about tf2 and csgo.

Also i don't know who this max is but from your word he is already a not so good person to talk with...

Believe me, Maxx is not a great fellow. By the way, don't bother witchhunting him, his time will come eventually.
First off, he hails from the Valve Cut Content Discord, which is known to have douchebags in general.
Secondly, he has known to be a 4chan user. 4chan, as you should know, is a hotspot for racists and anti-LGBTQI douches.
Lastly, and this ties back to the last "point" if you can call it that, he has often thrown hate at Jaycie. In the case you don't know who Jaycie (formerly Jackathan) is, she's the hoster of the Valve Archive and former Shaft developer. Maxx has thrown lots of hate, slurs, the works at Jaycie, mainly because she's a trans woman. Jaycie and Maxx were both part of Lever Softworks, which the latter was booted from because of anti-LGBTQI misconduct. Knowing this, it's not hard to see why he was booted.

I hope this clears some more stuff up with Maxx.

That doesn't come to my surprise lately consider the past stuff he did with Vipergrits in 2016/17. Both of them were responsible for hacking people associated with Valve Rep access and leaking them to the site.

I had bad moments with Jaycie in the past and we may not be living in the same boat still, mainly for personal reasons, but hope she'll get better soon if she had been severely affected by the leaks.

Update: According to Frying1Pans, some Portal 2 code was inserted into the CS:GO branch of the leak, meaning that if the rest is recreated, Portal 2 will be playable.

Thanks for clearing up, Maxx really have done some despicable things huh?, disrespecting someone based on their sexuality and because they're trans, should be illegal, i hope Jaycie didn't got hurt by what he said.

Also, will Valve sue him?
After all he leaked their stuff.

I assume he won't be sued, rather he'd face some sort of prison sentence. Also what maxx to Jaycie did is literally illegal because it's a hate crime.
