Sound files for the glitched ConsulCast

Where can I find the sound files for the last part of the video where he glitches out? I've seen them used in mods before like the HL2 Beta Minimalist Mod.

It's ambient/areas/roof_top/speech7.

The last part is not even Consulcast. Just random gibberish sounds they used on sky_walk11 map.
