What did the raw_depots.7z contain?

In wertercatt's site in the Steam for Schools page, there was the Universe Sandbox Legacy EDU versions (64mb x 2) and the Portal 2 EDU Version (Luma Added, 8.3GB) but there was also raw_depots.7z (~21GB) which was about 12.6 GB more than all of the others combined.

Well, it's something worth looking in to, but I can't access the website, and nobody archived the file, as I can't find it anywhere (closest I got was the Wayback machine, but nobody archived the download link).
Might contain something for Portal 2 (doubt anything beta-related, but who knows?), but It's probably just a mega download for all the files, or something (there are other folders on there, so I'm assuming they have stuff in there too).
