He means the book "1984" by George Orwell, from which HL2 took many inspirations for it's own dystopian world. As for the ad he's talking about, he's probably referring to the "
Half-Life 2 on OS X - Free Yourself" ad that announced the OS X version of Half-Life 2, which was inspired by Apples own old ad for the first Macintosh they made in 1984, which itself was inspired by the "1984" book.

Answering your question, unfortunately not. Honestly, I don't even think it was a proper map in a traditional sense, as making one just for one ad wouldn't make much sense. I think it probably was just a set of empty rooms, with everything else being added later in SFM for the ad and the actual map itself just acting like a skeleton for the set. I also wouldn't rule out the possibility that Valve reused parts of already existing maps from HL2 and/or EP1.
