Pulse shield in w_icons3.vtf

I found this thing in the top-right corner of w_icons3.vtf called "Pulse Shield". While it has a HUD icon, it doesn't show anything apart from "PULSE SHIELD" written in the top-left corner of it. Is it possible that the Pulse Shield may have been a weapon that was cut very early in development, with everything, save for the HUD icon, being deleted?

My guess is that this item was to be used by a Combine unit similar to the Combine Charger in terms of armament and equipment. Upon killing this NPC, he would drop this item for the player to use.

The remains of the HUD icon of this weapon have been known for a long time, no remains of code or scripts (I think) have been found, so we can't assume anything. In Half-life Alyx, by the way, the combines have an impulse shield, but they don't use it in the game.

It seems to me that Valve didn't start developing this "weapon", with the exception of this icon.

Perhaps it was cut way before the leak, like what I said. Either it was too OP or didn't work as intended; who knows what happened to it during development and why it was cut in the first place?

I am more than sure that they didn't even have time to make it. It is unlikely that the impulse shield was cut long before the leak. Obviously, if the icon was made, it was not long before e3 2003.
