(I just see that i posted a similar topic a time ago  !dead)

I don't know if friendly fire existed in Quake, and I think enemies would attack each other when it happened, but given that Half-Life is derived from the Quake engine, or rather a huge mod, something curious happens in the Alpha. In enginegl.exe, when one Barney attacks another with gunfire, the other seems to react but just keeps doing that animation where he's twirling his weapon while aiming and saying "Freeze." Now, in engine.exe, which is the more functional engine, I think something different happened: the game would crash when one Barney attacked another. However, I don't think that happens anymore since I haven't played the Alpha in Software mode for a long time, as it only works in 16-bit video mode, and Windows 10 doesn't allow switching to 32-bit or, I think, 24-bit. Anyone who tries it, please reply to this post.

Again, translate can make mistakes so be patient with my post

To answer your first concern: yes it did, see below.
I'd speculate that: either they were trying to cut the friendly fire feature early on, or Alpha's AI simply was so unfinished that it didn't know how to shoot the other NPC.
You are altogether beautiful, my love; there is no flaw in you.
