You cannot "install" the WC Map Pack, as such. You must first compile the maps, either using a batch compiler or Worldcraft, which can be found in the Leak's "bin" directory. Pre-compiled WC Map Packs can be found on the Web, I think one could be found on ModDB, but I'm not sure if it's still up there.

Do you have "ai disabled" line on your screen when you playing? If yes type "ai_disable 0" in console.

Nope, there's no ai disabled anywhere on the screen. The NPC move around just don't react to me.

Yeah it's as if notarget is on but it actually is not. Seems to happen on all maps. Note: when playing with the Axel Project patch it's all working fine.

Make sure you've launched the game and then immediately open a console and type "map <mapname>". Don't try to "Create Server" and then disconnect and open a map from console, it will start multiplayer game again

Then that is the problem. My console doesn't open in the main menu. I have to start a game over create server first and type disconnect. Only then can I use it.

Well, why didn't you tell us that SMALL detail a little bit earlier?
Try to wait a second or two before opening a console. Or, if you don't want to wait - you can add to the launch parameters of hl2.exe this key: "-toconsole" or "-console" - then your game will open a console right after showing a menu.
Another thing is: try to switch your keyboard language to English before pressing the ~ key

Whenever I try to open the half life 2 leak executable file, an error pops up saying "Failed to load Launcher DLL the specified module could not be found" Can anybody help me?

Check consistency of your HL2 beta files - folders "bin", "hl2" and "platform" should be in place
