How to make HL2 Beta mod?

Reason why I ask:

I wanna make new maps for a build of tf2 beta that I have.

ALSO: how do I just get wc.exe?

wc.exe is leak hammer its pretty bad
its just located in the leak bin folder

You can use the hl2 beta mega build wc its better than the normal hl2 beta hammer editor
