I have seen this image in Half-Life 2 pre-release screenshots and while yes is not the free TVs. still is interesting and seems very early to me since

I also have not got the context behind this image even years later being on this site.

This screenshot was found in November of 2020, and its from October 2000. It was found in some valve employees presentation to show off AI.  The map is actually c1a3a_port (the map we have was last compiled december 2000, but from this find, we know it dates back to atleast october 2000)
and it also shows the really old 2000 era combine soldiers, with the hair sticking out and the weird green pouches.
