The SCAR17 is not available in any official beta build of CSGO due to it being cut as early as the earliest available build. The earliest build (1.0.0.40) still contains the assets for the weapon (script file and model.) Project Beta released an altered build that makes the weapon replace an existing weapon (the SCAR20, iirc.)

The weapon can be restored in other builds without replacing existing weapons if you provide the model resources and the scripts as they changed how weapons are handled from 1.0.0.44 (I believe, I know 1.0.0.53 does have this change) and beyond. Though, I recall both 1.0.0.44 and 1.0.0.45 being royal pains to get running, though I'm not sure if that has changed since I last played around with the builds.

The console version of CSGO also provides all of the latest scripts for the cut weapons.
