I found them as loose files in the 2003-beta pack and exported them as pngs

Those look like the gasmask citizen textures but pasted onto the tfc pyro. I think this was for Stacker's gasmask citizen recreation from many years ago.

I can indeed confirm that this is from Stacker's recreation.

Double confirming, yeah. That TFC texture isn't official, nor is it found anywhere in the leak. When I was making my attempt at a gasmask citizen model I used the TFC Pyro's head for it, so I very poorly overlayed the hood texture onto the head in the texture sheet.

Many of the materials are from lost concept mod a  dead mod.
Maybe its from there
