Purpouse of this map?

While looking through the 2003 build, I found this (probably already known) d3_park_01 in a very unfinished state. What is the purpouse of this map? Is it an early version of an already existing map? Maybe an early cut map from a slightly different storyline? I just want to know.

it's an storyline map, from the streetwar chapters,  i cant say much more of it because of how unfinished it is
