where is games.sln?

I'm following the Valve Developer Wiki, followed all the previous instructions, and then it tells me to open a file called "games.sln". I searched it up, looked EVERYWHERE, and got absolutely no results. Did I miss anything? Or is it something else? If so, let me know. Thanks!

how do you even generate games.sln? i only saw a bat for everything.sln
