is there any mod that recreates old weather control station concept?

so i was sitting and playing entropy zero 2 today and then i remembered about hl2 beta, after this i thought about weather control station and questioned myself "is there a mod that recreates this concept?" after this i searched for many mods on moddb and found a single dead abandoned mod that was trying to recreate this concept, may be you guys know is there such a mod that makes weather control station playable?
