Obviously it is fan-made recreation. I’m not sure, but I think it is Insolence mod on the video.

No it's not. It was featured on Raising the bar and to say again, not everything from the development of half-life 2 was leaked for instance, the female citizen models, and the G a s  m a s k  c i t i z e n

I've actually been working on recreating it lol, I still have old videos of my recreation I'll post them here whenever I find them.
