I am trying to recreate quarry town and other chapters of hl2 beta

What do you mean lip synth? If you want NPC's to talk use "choreography scene" or smth like that, it uses .vcd files, Google how to create them.

You'll have to use HL2 beta Faceposer. You can read about this program here

To launch it in beta run hlfaceposer.exe from anon-hl2/bin folder. To add "lip sync" you'll have to add an audio and then add a sound data in it at Phoneme editor (make sure to enable it in Faceposer) by editing sentence text and then commiting phoneme extraction and saving it into the sound file.

You can read all about it on Valve SDK wiki I guess or watch some tutorials on youtube.

I never tried to create scene in retail SDK so I can't really tell, but my guess it's not really different in the leak

Every time I create Dialogue it doesn't work in game, and I don't know why?

If you add a new voice file then you'll need to add it into any game_sounds_ script in anon-hl2/hl2/scripts. Or create a new game_sounds_ script file and mention it in game_sounds_manifest.txt

you say I can put any wav file name into txt file there, and it will work with dialogue.
